Taking photons is now easier in Folsom - no misprint.
Rather, with spring approaching, a local-regional-federal incentive effort is under way toward spreading use of home solar panels.
The package includes a $10,000 rebate from Sacramento Municipal Utility District, which now links up with both federal tax credits and a city fee waiver around panel-installation projects. The waiver will stand until the end of 2009.
"Once installed, they produce no pollutants and cost nothing to run," wrote David Miller, community development director, in a report to the City Council. "The SMUD rebate in addition to federal tax credits would reduce the initial photovoltaic system cost by about one half."
The council last fall resolved to ease residents' use of photon-receptive panels that can defray much of a home's heating and cooling costs. Measures include a one-day permit review, an installation review within 24 hours of request, and city work with SMUD toward a standardized application package.
Miller noted that only two Folsom residences installed solar panels during 2006, for which homeowners paid a total of $859 in planning and review fees to the city. |
